Workforce Utilization Analyst

Job Description:

Description HCR ManorCare provides a range of services, including skilled nursing care, assisted living, post-acute medical and rehabilitation care, hospice care, home health care and rehabilitation therapy. The Workforce Utilization Analyst assists the Director, Workforce Utilization to improve labor scheduling practices, labor management controls and payroll accuracy within locations. Assists with overseeing Payroll-Based Journal (PBJ) submissions to Centers for Medicare & Medicaid Services (CMS). Provides training as necessary to achieve optimal performance and accountability. Responsibilities: Working with centers to improve: 1. Scheduling practices Identify and utilize resources to detect outliers with scheduling challenges and proactively offer training and system guidance to achieve optimal performance Identify, compile and share scheduling best practices for locations Interface with IS on Kronos scheduling enhancements Evaluate and develop end user reports to monitor scheduling practices/labor metrics Evaluate and make recommendations to maximize Kronos Scheduling ROI Assist with developing training materials, including layout, and delivery format Conduct Remote Location Assessments: Reviews the daily punch details, compares it to the master schedule, makes any necessary changes; reviews float reports Recommends revisions of staffing/scheduling forms as needed Analyzes weekly, monthly, and quarterly staffing reports to determine if proper scheduling practices are utilized Assists the nursing department with staffing variances Participates in communication with managers and provides input and recommends solutions to scheduling issues. 2. Payroll-Based Journal (PBJ) Keep current on CMS reporting requirements Oversee and submit company PBJ reports Interface with IS to ensure system requirements are met Submit necessary historical edits in PBJ/CMS database within required timeframe Work with locations to ensure all PBJ data is correct and will not kick out on final quarterly submissions to CMS Assist in training development, layout and delivery Provide additional training for locations as needed Works closely with location managers to solve facility issues, including PPDs, and labor cost 3. Payroll accuracy Maintain knowledge of all payroll policies and procedures, with special attention to FLSA guidelines Understands eligibility and how to process special pay situations and advises accordingly (such as holidays) Understands how to calculate overtime, according to state and federal law Validates proper calculation of retroactive pay Reviews Standard Hours Report for accuracy and makes recommendations to change standard hours and status as required Assures through audits, reports and personal contact that company compensation programs are consistently administered in compliance with company policies and government regulations. Researches and responds to complex payroll related inquiries from field locations. Uses Continuous Monitoring data to determine training/performance management and oversight needs 4. Problem Solving Conducts studies or surveys on need or problem to obtain data required for solution. Performs internal assessments/audits and control reviews to determine that government regulations and HCR ManorCare policies and procedures are being followed; Targets issues and makes recommendations to resolve them. Performs audits at facility level, as appropriate or as necessary. Thinks and acts calmly and logically to meet unusual occurrences of the job without being thrown off stride 5. Communicating Works with corporate staff on associated issues and related projects. Communicates with both line and functional management, with other consultants and peers, and with Administrator, department heads, and business unit staff. Establishes a network support system and on-going communication within business units. Facilitates the development of department goals and objectives in various business unit departments. Identifies corporate resources and support for center staff. Keeps informed of the current interpretations of state and federal regulations. Persuades and motivates personnel to adopt recommendations by comparing center's status to others and by demonstration. Serves as a role model of HCR ManorCare's philosophy by promoting HCR ManorCare's culture and systems and by demonstrating pride in HCR ManorCare to center personnel. Educational Requirements Bachelor's degree in business, human resources, accounting or related field required. Position Requirements Three to five years' experience in health care, with management, logistics and scheduling experience preferred. Excellent oral communication. Basic understanding of payroll practices and wage and hour law preferred. Knowledge of Kronos payroll application preferred.
