Job Title: Enforcement Officer I or II Job Category: EEO-3Department/Group: Zoning Tested YesExempt: No Classified: YesLevel/Salary Range: $19.23 - $32.42 /HR Position Type: Part-timeAppointed: Yes Hours: Normally 29 or less hoursSummary Incumbent performs the duties and assists in supervising both the Floodplain and Zoning areas and is responsible for inspecting plans, structures, and construction in progress, and remediation activities for compliance with the terms of permits, statutes and ordinances related to zoning, flooding, hazard remediation and mitigation.Job Description SUPERVISORY RESPONSIBILITIES Incumbent will assume supervisory role in the absence of Floodplain/Zoning SupervisorESSENTIAL DUTIES AND RESPONSIBILITIES

  • Facilitates and Represents the City at Board of Zoning Appeals and other meetings, as directed;
  • Executes forms and letters advising property owners and tenants of possible violations, and of the time allowed to correct deficiencies;
  • Consults the file of violation reports, and revisits dwelling at periodic intervals to verify corrections of violations by property owners and tenants;
  • Explains requirements of flood and zoning regulations to property owners, Engineers, and other interested parties;
  • Handles incoming complaints and inquiries regarding Code violations and other issues;
  • Consults with City officials, other City staff members, and other interested official bodies concerning issues related to zoning enforcement and floodplain issues;
  • Works in cooperation with Neighborhood Enhancement and Abatement Team (NEAT), the Fire Department, the Health Department, and other regulatory bodies to resolve nuisance abatement issues;
  • Serves as resource in the event of a flood or other disaster, and assists in its aftermath to ensure compliance with applicable ordinances and regulations;
  • Interacts with regulatory bodies in regards to compliance issues in the areas of flooding and zoning;
  • Performs customer service duties to the public: takes calls for service and responds to inquiries from the public.Provides general information and directs callers to other City services, as necessary, to appropriate staff (e.g., zoning/flood information, property complaints, footer inspections, etc.). Answers contractor and developer questions or refers them to appropriate person, either in Floodplain and Zoning Section or in another CityDepartment;
    • Schedules footer inspections and forwards them to the Floodplain and Zoning Supervisor;
    • Researches zoning complaints and forwards them to the Floodplain and Zoning Supervisor;
    • Receives permit applications from the public, and explains the permitting process. Reviews permit applications and works with applicants to elicit missing information. Forwards permit applications to the Floodplain andZoning Administrator;
      • Reviews various applications and plans for compliance with all zoning and related codes, regulations, and ordinances; and issues the necessary permits, as needed;1
        • Measures dwelling units and rooms to determine compliance with ordinance space requirements, as needed;
        • Performs data entry of permit applications. Maintains database filing system of FIRMs, permits, and plans approved, denied, and pending;
        • Maintains appropriate database to track work, schedule, permits issued and pending, workload and the like, in order to comply with Community Rating System (CRS) requirements, as needed;
        • Examines plans, specifications, and other development and construction documents for compliance with established ordinances and regulations at the time of permit issuance, throughout construction, development, or remediation, as needed;
        • Coordinates with Engineering Department regarding new construction, and confirms that appropriate permits have been issued;
        • Collects fees from applicants for permits issued. Processes necessary paperwork for permit fees collected, and forwards them to the City Auditor's Office;
        • Coordinates purchase orders and vouchers, when appropriate, obtaining appropriate approval signatures.Forwards purchase orders and vouchers to the City Auditor's Office for processing. Maintains file system of purchase orders and vouchers; (Full- Time only)
          • Monitors expenditures, transfers and transactions related to the section's budget; (Full-Time only)
          • Requests inventory tags for new equipment;
          • Assists with preparing the annual Section budget; (full-Time only)
          • Prepares payroll timecards, verifies sick leave, overtime, etc., forms are complete; obtains appropriate approval signatures, and forwards to the City's Auditor's Office; (Full-Time only)
          • Generates various reports from databases, upon request of City employees and the public;
          • Generates flood verification letters, change or address letters, and other requested letters, according to City policy;
          • Creates and/or formats correspondences for staff;
          • Creates forms and other documents for Section transactions;
          • Coordinates incoming mail and distributes to appropriate staff. Coordinates outgoing mail and faxes;
          • Maintains adequate number of zoning/flood codebooks, compliance manuals, and other appropriate documents for purchase by the public. Maintains adequate blank form copies;
          • Maintains adequate office supplies for the Section, obtaining quotes and ordering supplies as needed;
          • Performs other duties as required.LICENSES AND CERTIFICATIONS Certified Floodplain Management (CFM) Certification required within two (2) years of hire. (Full-Time only)EDUCATION AND/OR EXPERIENCE Education and/or experience in Engineering Technician, Urban Planning, Architecture, Zoning and/or Real Estate.Prior Supervisory experience is desired.OTHER KNOWLEDGE, SKILLS AND/OR ABILITIES
            • General surveying knowledge, especially regarding property and right-of-way locations;
            • General zoning, planning, and land use knowledge;
            • Extensive knowledge of floodplain management, zoning and permitting process;
            • Excellent language skills and proficiency in technical report writing;2
              • General understanding of local government procedures;
              • Ability to make appropriate decisions regarding zoning and flood codes;
              • Ability to use various instruments to make sketches and basic plans;
              • Ability to establish and maintain cooperative working relationships with employees, officials, other agencies and the general public.PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
