POSITION SUMMARY

Acts as Chief Fiscal Officer of the City and operates under State Laws, the City Charter and Ordinances as well as direction and rulings of the City Council. Most duties of this classification involve working with department or division heads of the City, and the City Council. Actions taken are on broad policy, planning, and budget problems of the City operations as directed by the Mayor. Performs highly responsible management and administrative work directing and coordinating the varied functions of the City's Finance Department. Work involves administering the central accounting system and the data processing functions of the City. Work is reviewed through written reports, for the attainment of goals and objectives, and adherence to established policies and procedures. Work is performed under the executive direction of the Mayor.

ESSENTIAL JOB FUNCTIONS

Advisor, Leadership, and Policy Development: Serves as financial advisor to the Mayor.

Prepares, provides and presents timely, accurate and complete information to the City Administration, City Council, departmental leadership, employees, and the public.

Provides technical and policy information and assistance to staff members, other City agencies, City boards/committees and citizens.

Plans, develops, evaluates and directs policies, programs and operations related to the financial activities of the City government, including all related internal financial controls.

Directs financial data processing functions by ensuring that required programming is in place and that necessary records and reports are produced in a timely manner.

Directs the development of the annual budget and the administration of the current fiscal year budget .

Directs Accounting operations by an established central accounting system utilizing generally accepted accounting principles, including the chart of accounts, capital asset tracking, and the recording of assets, liabilities, revenues, expenditures, and equity/net assets, including trust and agency funds and grants.

Monitors capital assets , including the calculation of depreciation, tracking, inventory and disposition of assets.

Directs the preparation of financial reports, analysis and audits .

Directs the annual external audit .

Approves disbursements for goods and services (Accounts Payable) in accordance with budgetary appropriations.

Directs Payroll operations inclusive of timekeeping, disbursement, withholding, and related reporting.

Directs Accounts Receivable operations by coordination of citywide collections of all amounts due to the City.

Directs Treasury functions , including cash management, banking, custody, investment of public funds, cash flow analysis, and related controls.

Directs Assessing functions, including the preparation of the Assessment Roll, public notifications and Board of Review, coordination of billings, the receipt of collections, and related assessment activities.

Directs Debt Administration , including the planning, sizing, budgeting, structuring, and issuing of debt, notes and other credit obligations, as well as the management of related Information Statements, disclosures, reports, analysis and presentations for the public, credit rating agencies and bond investors, and the management of Independent Registered Municipal Advisors and Underwriters of the City’s debt.

Directs Income Tax operation, as well as the fair, comprehensive and effective identification of Income Taxes owed, as well as related billing and collection.

Manages Purchasing and Supplies functions, including the specification of goods and services and the certification of the receipt of goods and services, the administration of purchase cards, comparative quotes, vendor registration and bid management, requisitions, City Council authorization, contract management, purchase orders, fiscal officer certificates, budgeted funds reservation, and the timely and proper notification and training of bidders and departments of purchasing processing, procedures and outcomes.

Further the Professional Development of the Finance Department by attending, participating and leading professional development meetings and organizations; stay abreast of new trends and innovations in the field of financial management; promote the proper training and development of Finance Department staff and financially responsible staff citywide in basic skills as well as in trends and innovations.

Manage the Organizational Development of the Finance Department by maximizing the positive and timely interaction among Finance Department staff through improved equipment and software tools, policies, training and development, which will also promote positive customer service with internal customers (i.e., departmental personnel, Administration leadership, and the City Council) and external customers (the public, the media, vendors, partners, etc.) of the Finance Department, while fulfilling the highest principles and uphold all applicable laws, regulations and polices that promote fairness, equity, inclusion and diversity.

Supervisory Responsibilities: Manages subordinate professional and office staff.

Is responsible for overall direction, coordination and support of Finance Department staff.

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.

Responsibilities include interviewing and training employees; planning, assigning, and development.

The laws and policies governing municipal finance and accounting practices and procedures.

Accounting practices and administrative policies.

Modern office practices and accounting equipment.

Municipal bonds and contracts and available investment opportunities.

Data processing principles and practices.

Supervisory principles and practices and ability to direct and coordinate staff activities.

Principles, practices and processes of municipal budgeting.

Strong leadership skills.

Strong problem solving and conflict resolution skills.

Excellent oral communications skills.

Excellent writing skills.

Excellent attention to detail skills.

Ability to:

Formulate and install methods, procedures, forms, and record systems.

Prepare complex financial reports in a timely and accurate manner.

Supervise maintenance of complex administrative records and prepare reports.

Maintain satisfactory working relationships with employees, government officials, private organizations, and the general public.

Supervise professional and clerical staff, including assignment of work and review of same.

Be effective in written and oral communication in contacts with local, state, and federal officials and the general public.

Requirements

REQUIRED EXPERIENCE, EDUCATION, AND CERTIFICATIONS

Master’s Degree from an accredited college or university with a major in Finance, Accounting, Business or Public Administration, or a closely related field OR an equivalent combination of training and/or experience.

Five (5) years of increasingly responsible experience in financial management accounting, or a related field, preferably in the public sector, including administrative leadership and supervisory responsibility.

Certified Public Accountant (CPA) designation

Certified Public Finance Officer (CPFO) designation

Certified Government Financial Manager (CGFM) designation
