Telework Eligible Yes Major Duties Serves as a Business Systems
Program Manager, an IT Supervisor in the Defense Logistics Agency
(DLA), Information Operations J62 Program Executive Office (PEO),
J62X System Applications and Products (SAP) Platform responsible
for ensuring that the assigned information technology programs meet
DoD Acquisition and Business Capabilities Lifecycle requirements by
providing program management oversight. The Business Systems
Program Manager will be assigned to one of two missions:
Distribution Standard System (DSS)/ Warehouse Management System
(WMS) Portfolio (J62XD) as the WMS Program Manager, reporting to
the Deputy Portfolio Manager delivering and sustaining WMS
including Extended Warehouse Management (EWM), Transportation
Management (TM), Enterprise Resource Planning (ERP) Central
Component (ECC) S/4, etc. across the Major Subordinate Commands of
Distribution, Aviation Disposition, etc. Requires 75% or less
travelLogistics Cataloging and Data Solutions (LCDS) Portfolio
(J62XC) as the Deputy Portfolio Manager, reporting to the Portfolio
Manager (PfM), responsible for managing five major program
applications and subsystems in support of DoD, DLA, and Federal
Agencies: Enterprise Logistics Management System (ELMS), Federal
Logistics Information System (FLIS), Hazardous Material Management
System (HMMS) Map Catalog, and the Technical Data Management (TDMT)
suite of programs. Occasional travel; 25% or less. Exercises
delegated authority in carrying out assigned Portfolio or program
functions and services. Provides corporate process management
services to include management and oversight of Major Automated
Information Systems (MAIS), SAP products and other designated
systems. Directs implementation of a specific project segment
providing expert guidance on the rapid implementation and
development of Enterprise business capability utilizing Commercial
Off-The-Shelf (COTS) and Government Off-The-Shelf (GOTS) packages
in one of two areas: WMS, DSS, DLA Distribution Mapping System
(DDMS), Vendor Shipment Module (VSM), Electronic Conveyor System
(ECS), etc. Federal Logistics Information System (FLIS), Hazardous
Material Management System (HMMS), Map Catalog, and the Technical
Data Management (TDMT) suite of programs. Responsible for the
performance of the programs and for directing and managing the DLA
team currently dedicated to the purpose of designing, developing,
testing and integrating business capability requirements into
software applications both internal and external to DLA in support
of the software lifecycle for the suite of applications within the
assigned portfolio. Directs a team of Program managers and Agile
team members to closely collaborate with DLA Business Product
Owners and strategic partners to refine business capability
requirements into software applications and to identify capability
gaps that may impact operational missions. Provides functional
advice and guidance to DLA HQ, Major Subordinate Commands and Field
Activities on policies and proposed courses of action to assure
compliance with existing policy, directives, and effectiveness in
meeting the Agency's mission. Supports the preparation and delivery
of program briefings to all levels of management within DLA,
including the Director, as well as senior management officials
throughout the Department of Defense (DoD). Duties continued in How
You Will be Evaluated Qualification Summary To qualify for Business
Systems Program Manager, your qualifications must include: A.
Specialized Experience: One year of specialized experience that
equipped you with the competencies to successfully perform the
duties of the position, and that is typically in or related to the
position to be filled. To qualify at the GS-15 level, applicants
must possess one year of specialized experience equivalent to the
GS-14 level or equivalent under other pay systems in the Federal
service, military or private sector. Applicants must meet
eligibility requirements including time-in-grade (General Schedule
(GS) positions only), time-after-competitive appointment, minimum
qualifications, and any other regulatory requirements by the
cut-off/closing date of the announcement. Creditable specialized
experience includes: - Interprets, implements, and enforces IT
program policies, procedures, and practices for systems ensuring
the company is responsible, accountable, and in compliance with
overarching directives and guidance. - Plans, directs, controls,
and ensures the integration of enterprise activities for major
functional and complex programs. - Leads and manages an
organization through subordinate supervisors by providing
leadership, direction, and guidance in the coordination and
integration of multiple business systems efforts across the agency
ensuring effective solution-based performance of the assigned
programs are met for the design, build, and testing of those
business systems. - Assures industry standard project management
methodology is implemented for maximum effectiveness, efficiency
and success of assigned IT programs and IT sustainment. - Directs
programs to facilitate the effective, efficient, and most
productive utilization of resources and successful accomplishment
of the agency's primary mission. - Directing the requirements
analysis of data and comparable activities which support
development of goals and objectives related to high levels of
program and project management as supported by the software
development lifecycle ( SDLC). - Interpreting functional
requirements of program solutions involving the breakdown of
functional processes into discrete requirements to be implemented
into DLA Platforms and applications. Identifying "gaps" that are
further refined into functional requirements, testing and to direct
the implementation. - Developing workload assignments to direct the
program, recommending changes, and adjustments including revised
resource levels and execution strategies. Experience refers to paid
and unpaid experience, including volunteer work done through
National Service programs (e.g., Peace Corps, AmeriCorps) and other
organizations (e.g., professional, philanthropic, religious,
spiritual, community, student, social). Volunteer work helps build
critical competencies, knowledge, and skills and can provide
valuable training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience.
